English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent study of municipal councils, UK councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on restructuring services and using savings to weather increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in another town to raise £20m over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase local levies next April to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently further found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (IMD) covering English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the study revealed.
